[Mars Star News Flash] In-depth on-site inspection of the future new city – Guinean Minister of Housing and Urban Development, Mory Conde, leads a team to inspect the Conakry New City project in Guinea.

          Against the backdrop of the azure sea and sky off the coast of Conakry, massive cutter suction dredgers are slugging sand from the seabed onto the shore through long pipes, painting a magnificent picture of "strengthening the nation through the sea." On October 27, 2025, Minister Mory Conde of the Ministry of Urban Planning, Housing and Land Consolidation of Guinea, along with the Secretary-General of the Ministry and core members of the leadership team, including the directors of the Planning Bureau, Construction Bureau, and Surveying Bureau, visited the Conakry New City project site to inspect the progress of this major project, which is crucial to Guinea's national strategy, and to provide on-site guidance on project planning and construction.


01 Reclaiming land from the sea to solidify new development space


Yao Tianping, Chairman of Marstar Real Estate Development and Construction Co., Ltd., and all employees warmly welcomed the delegation on site and gave a comprehensive introduction to the overall project plan and current implementation progress.

Chairman Yao highlighted the following:

  • Progress of Phase I land consolidation and municipal infrastructure construction; 

  • Phase II national ministries and commissions and the strategic planning of the new trunk line; 

  • Layout of the 58-hectare mangrove park and supporting service center.

Chairman Yao's introduction fully showcased the grand vision of the new city project, which integrates an administrative center, a new commercial city, a valuable urban area, and a livable community, highlighting the contemporary style of Conakry New City as the national reception hall of Guinea.

Amidst the roar of machinery and bustling activity at the reclamation site, Minister Mory Conde and his delegation ascended the geotechnical cofferdam and listened to a technical report on the reclamation operation from Wei Pengyu, the chief engineer of the Conakry New City project.

Chairman Yao Tianping gave a detailed explanation of the drainage and flood control issues of the new city project, which were of particular concern to the ministers and their delegation, and systematically introduced the flood control system planned for the new city.

The vast "new continent" stretching thousands of acres is transforming from blueprint to reality. This magnificent project not only demonstrates our company's strong capabilities in the construction field but also represents a significant step in optimizing Guinea's land use and expanding new spaces for economic and social development.

The Minister fully affirmed the project's overall planning and meticulous attention to detail.


02 Planning Guidance: Drawing a New Blueprint for the City



At the on-site symposium, the minister put forward three clear requirements for the subsequent construction of the project:

First and foremost, strictly adhere to the "General Rules for Urban Planning".

To ensure the project progresses steadily within the framework of Guinean laws and standards, scientific planning and standardized implementation will safeguard the project's long-term value and social benefits.


We must prioritize both safety and speed.

While ensuring safety and quality, we will accelerate the construction progress, actively improve the construction of supporting facilities, and ensure the project is delivered on time; we will fully integrate safety management into all aspects of planning and construction; and we will ensure the stability of the foundation of this new land area and the safety and reliability of flood control and drainage, laying a solid foundation for the official launch of the new city.

To build a modern, green, and livable new city.

The minister pointed out that urban construction should be guided by the concept of sustainable development, and that profound changes and quality improvements in the living environment should be promoted, thereby injecting new vitality into the country's urbanization process. The minister emphasized that this initiative is also the long-standing grand vision of Guinean President Mamadi Doumbouya.

03 Unite our efforts and forge a new benchmark for the times

The minister and his delegation visited the project site to conduct research, gaining an in-depth understanding of the construction progress and planning layout, and providing guidance and direction for the high-quality development and construction of the Conakry New City. Both sides engaged in in-depth exchanges on key issues in the implementation of the plan, and the minister offered constructive professional guidance.

Chairman Yao Tianping stated: "Our company will resolutely implement the spirit of the Minister's instructions, fully implement the requirements of the 'Urban Planning Principles,' adhere to the construction principle of 'safety first, quality foremost,' strictly control the quality of project construction, further optimize construction organization and on-site management, and strengthen resource allocation and safety supervision."

Our company will advance the project construction with higher standards and faster speed to ensure that the goals of each node are achieved on schedule and efficiently; we will steadily promote the synchronous construction of supporting facilities, and take practical actions to fulfill the expectations of the government and all sectors of society, contributing Xingchen's strength to the urban development and infrastructure upgrading of Conakry.

The sea breeze rustles across the fields of hope; the pipelines meander, carrying the city's future. This in-depth on-site inspection was not only a work supervision, but also a mobilization for the future, marking a new stage in the development and construction of this fertile coastal land, characterized by comprehensive planning and precise implementation.
